In order to prevent crime and protect the citizens of Bonn, the police will - as in previous years - carry out video surveillance measures at selected crime hotspots and at major events.
In the past, this successful measure has met with broad approval, but also with criticism in individual cases. As a result, the State Commissioner for Data Protection and Freedom of Information of North Rhine-Westphalia (LDI NRW) also contacted the Bonn police.
In a constructive dialogue on the data protection aspects and assessments of the LDI, the camera deployment on the banks of the Rhine in Beuel and the information and identification of the measure were discussed.
Taking this into account, the requirements standardized in the Police Act and in light of current case law from the Cologne Higher Administrative Court, video surveillance measures were ordered for the period from 25.10.2024 to 26.10.2024. During this period, a Bonn police video tower will be set up at the Poststraße/Maximilianstraße and Hofgarten locations.

Legal basis and purpose of the treatment of your personal data:
The mobile video surveillance of the Bonn police headquarters is based on §15a of the police law of the State of North Rhine-Westphalia (PolG NRW).
According to §15a (1)PolG NRW, the police can observe individual publicly accessible places by image transmission for the prevention of criminal offenses and record the transmitted images, if:
- Criminal offenses have been repeatedly committed at that location and the character of this location favours the commission of criminal offenses, as long as facts justify the assumption that further criminal offenses will be committed at that location, or
- Facts justify the assumption that crimes of major events according to §8 (3) will be appointed, prepared or committed there
and immediate intervention of the police is possible in each case.
If not obvious, the observation shall be made recognizable by appropriate measures.
According to §15 (2) PolG NRW, it is possible to save the data for a maximum of 14 days. The data will be deleted automatically, unless it is used as evidence in criminal proceedings or for preventive fight against crimes.
The mobile video surveillance serves the purpose of detecting and preventing crimes at an early stage, minimizing the consequences of crimes, ensuring evidential criminal proceedings, solving crimes and increasing the citizens' sense of security.

Right to information according to art. 15 GDPR
You have the right to information at any time about the legal basis, the purpose and the range of data processing. An appropriate request should specify your concerns in order to facilitate the compilation of information.

If the concerning data is not (or no longer) correct or incomplete, you have the right to request immediately the correction or completion of the relevant data.
Right to be "forgotten" / deletion according to art. 17 GDPR
You can demand the immediate deletion of your personal data under the conditions set out in art. 17 GDPR. This deletion claim depends on whether the data is required for the fulfillment of legal tasks.
Right to limitation of processing according to art. 18 GDPR
According to the conditions that are listet in art. 18 GDPR, you have the right to request the limitation of the processing of personal data concerning you.
Right to data portability according to art. 20 GDPR
You have the right to receive the personal data concerning you in a structured, common an machine-readable format. It is also your right, to transmit this data without hindrance by the Bonn police headquarters as a person in charge to another person in power, if the requirements listed in art. 20 GDPR are fulfilled.
Right of objection according to art. 21 GDPR
You have the right to contradict the processing of personal data concerning you at any time on grounds which relate to your specific situation. But it cannot be complied with if the Bonn police headquarters can prove compelling reasons which predominate your interests in a weighting or if the processing serves the practice, defense or enforcement of legal claims.
Right of appeal according to art. 77 GDPR
You can file a complaint to the data protection authority, if you hold the view that the executed processing of personal data concerning you offends against the GDPR.
