A victim is anyone who has suffered direct or indirect physical, psychological or material damage as a result of a criminal offense, a traffic accident or an event.
In addition to the directly injured party, this may also include witnesses, relatives, surviving dependants or other persons.
Police victim protection begins with the initial contact with the victim and generally ends with the conclusion of the investigation proceedings.
Police victim protection includes, among other things
- targeted information about the course of the investigation procedure, relevant victims' rights and victim compensation
- Determining whether further support and assistance is necessary and, if necessary, referral to advice centres and support organizations
Therapeutic, psychological and legal support are generally not part of police victim protection.

Note: The police are obliged to prosecute. This means that counseling is only possible for crimes that are prosecuted ex officio (official offence) after a report has been made!
